Behaviour Change

As well as ensuring places support low carbon living and are adapted to climate change, it is important to consider how individual peoples behaviours impact on climate change and how to encourage low carbon behaviours.

The Individual, Social and Material (ISM) tool was launched in 2013 to help local authorities, environmental organisations and communities to develop initiatives for influencing low carbon behaviours. This can be especially useful if the local community has identified an area they would like to take action on e.g. encouraging more children to walk, wheel or cycle to school. It can also be used to measure progress by identifying relevant factors and looking at how they change over time.

The ISM tool was used as the basis for Shifting Normal, a guide to helping community groups to design and deliver successful projects for tackling climate change.
